Fiscal Update: J&K Maintains Economic Stability with ₹33,568 Crore Spent So Far

 The Jammu and Kashmir Government has said the Union Territory’s fiscal position remains stable and within prescribed financial limits, with a total expenditure of Rs 33,568.49 crore recorded up to September 30, 2025 which includes Rs 30,994.27 crore in revenue expenditure and Rs 2,574.22 crore in capital expenditure, according to a written reply tabled in the Assembly by the Finance Department in response to a question by MLA Sajad Gani Lone.

The government informed that during 2024-25, the total capital expenditure stood at Rs 12,391.35 crore, with Rs 4,156.38 crore spent in the first two quarters of that financial year.

In comparison, the first two quarters of 2025-26 saw Rs 2,574.22 crore in capital spending. Officials attributed the higher capital expenditure in early 2024-25 to the clearance of un-discharged liabilities worth Rs 1,300 crore from 2023-24.

As of September 30, 2025, the Union Territory’s own tax revenue receipts stood at Rs 6,777 crore, while non-tax revenues amounted to Rs 4,207 crore, taking the total internal revenue generation to Rs 10,984 crore for the current fiscal year. The total Grant-in-Aid from the Government of India stands at Rs 41,000.07 crore under Demand No. 58.

The overall liability of the UT is Rs 6,500.95 crore, primarily comprising GPF, gratuity, and other committed obligations. However, the government clarified that the liquidity position remains comfortable, crediting the timely release of central funds, growth in local revenues, and efficient fiscal management for ensuring smooth developmental and committed expenditures.

The reply further stated that approvals for the J&K Budgets were granted through the Appropriation Acts of 2024 and 2025, while total allocations for the current fiscal year (2025-26) amount to Rs 1,12,310 crore, divided across major sectors, Administrative (Rs 6,820.87 crore), Economic (Rs 13,034.35 crore), Finance (Rs 35,263.58 crore), Infrastructure (Rs27,073.10 crore), and Social (Rs 30,118.10 crore).

To ensure full fund utilization in Kashmir division, the Finance Department said it is ensuring timely budget authorization through the BEAMS portal, regular monitoring and review of departmental expenditures, and periodic assessment by higher authorities, given the limited working season in the Valley.

The government also informed that district-wise details of Capex Budget utilization and re-appropriation of funds are available on the Janbhagidari portal, accessible to the public for transparency and accountability.
