CS Atal Dulloo Oversees Approval of ₹751.46 Crore Disaster Recovery Projects

In a major step towards strengthening disaster resilience and rebuilding critical infrastructure, the State Executive Committee (SEC), chaired by Chief Secretary Atal Dulloo, approved disaster recovery projects worth ₹751.46 crore for Jammu and Kashmir during its second meeting for the financial year 2026–27.

The meeting focused on accelerating post-disaster recovery, enhancing disaster preparedness, and improving emergency response mechanisms across the Union Territory. It was attended by Administrative Secretaries, Divisional Commissioners, senior officials from the Finance Department, the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR), and other stakeholder departments.

Addressing the meeting, Chief Secretary Atal Dulloo directed all implementing departments to ensure the timely execution of approved projects while maintaining high standards of quality, transparency, and technical compliance. He stressed that the benefits of these projects should reach disaster-affected communities without unnecessary delays.

The Chief Secretary also instructed departments that are yet to submit project proposals, despite receiving approval of funds from the Ministry of Home Affairs (MHA), to expedite the process. He emphasized the need for the complete and efficient utilization of the funds allocated to Jammu and Kashmir for disaster mitigation, restoration, and protection works.

The SEC approved 1,033 recovery projects under the Post Disaster Needs Assessment (PDNA) framework to restore public infrastructure damaged during the disasters of 2025. The projects span key sectors, including Roads and Bridges, Power, School Education, Health, Social Welfare, and Agriculture Production, and will be implemented in accordance with the Recovery and Reconstruction Guidelines, recommendations of the National Disaster Management Authority (NDMA), and approvals issued by the Ministry of Home Affairs.

Officials informed the meeting that the High-Level Committee (HLC) of the Government of India had earlier sanctioned ₹1,534.58 crore for Jammu and Kashmir based on recommendations made by the NDMA and the Sub-Committee of the National Executive Committee to support disaster recovery and reconstruction.

In addition, the SEC approved ₹33.19 crore worth of recovery projects for Ramban district following the devastating disaster of April 2025. These interventions will cover the sectors of Education, Animal Husbandry and Livestock, Roads and Bridges, Housing, and Irrigation & Flood Control, facilitating the restoration of essential public infrastructure and services in the affected areas.

To further strengthen disaster preparedness, the Committee approved the release of financial assistance under the State Disaster Response Fund (SDRF) to all District Disaster Management Authorities (DDMAs) and the Divisional Commissioners. Under the package, ₹2 crore will be provided to each DDMA, while ₹1 crore each will be allocated to the Divisional Commissioners of Jammu and Kashmir divisions to meet emergency disaster management requirements and enhance institutional preparedness.

Chief Secretary Dulloo reiterated the government’s commitment to building resilient infrastructure and improving institutional capacity to respond to future disasters. He said the effective utilization of approved funds and timely completion of projects would significantly strengthen Jammu and Kashmir’s disaster resilience while ensuring faster recovery for affected communities.

The meeting reaffirmed the Union Territory administration’s focus on creating a robust disaster management framework through sustained investments in recovery, preparedness, capacity building, and the protection of lives, livelihoods, and critical public infrastructure.
