Govt approves Rs 27.58 cr road project under NABARD in J&K..

The Public Works (R&B) Department issued an administrative approval for the “Construction of road from Sujandhar to Ratnote via Gabbar Sarote” under RIDF XXIX.
As per the order, the new project will be covering a substantial length of 13.10 kilometers. The project aims to enhance connectivity and foster regional development.

The estimated cost for this ambitious road construction stands at ₹27.588 Crores, as detailed in the project’s abstract of cost enclosed with Annexure “A” to the official order.
The Administrative Approval is subject to the fulfillment of various conditions: The works shall be executed after observing all Codal /procedural formalities.

The projects are designed as per the latest relevant I.S. Codes and specifications of MORTH/PWD Engineering Manual 2020/CPWD and as per the J&K Bridge Manual. The same is authenticated and proof-checked by the competent authority (NIT/DIQC) before taking up execution in hand.
“Rates for the items, not covered in JK SSR or any other relevant schedule, shall conform to Analysis of rates based on authentic Data Book, to be computed and approved by the competent authority well before the invitation of tenders following set coral procedures,” it said.

The order states that the lump-sum provisions, either in terms of percentage or fixed, as made for certain components of each DPR are provisional and shall be subject to detailed estimates based on actual details/requirements and relevant rates, to be framed and approved by competent authorities well before invitation of tenders under set codal procedures.

“That the working BOQS, based on approved design details/requirements, are framed as per J&K PWD schedule of rates for the e-tendering purpose of each project. The detailed estimate of works shall be technically sanctioned by the competent authority. It must be ensured that there shall be no multisource funding or overlapping of schemes under different programs.
“E-tendering mode is followed for fixation of the award of contract for execution of the projects. Fragmentation of projects, while tendering, is not allowed. The expenditure on this account shall be debitable to the relevant account head,” reads the order.

Govt sanctions Rs 3 cr for snow clearance machinery
Srinagar, Jan 16: In a move geared towards enhancing winter preparedness, the Jammu and Kashmir administration on Tuesday sanctioned advance drawal of Rs. 300.00 lakhs (Rupees Three Hundred Lakhs) only designated for the procurement of “Snow Clearance Machines 4-Wheeled Drive 160 HP Trucks fitted with variable Snow Ploughs.

As per the order, referred to under the code MED/K/P&S/1658-62 and dated August 8, 2023, the approval is granted to the Chief Engineer, Mechanical & Hospital Engineering Department, Kashmir.
The sanctioned advance aligns with the Capital Expenditure (Capex) Budget for the fiscal year 2023-24 under the category of Machinery & Equipment.

“The advance drawal is subject to several conditions to ensure transparent and accountable utilization. The department is mandated to adhere to all codal formalities as outlined in the General Financial Rules (GFR) during the procurement process,” it said.

It further said that funds are to be utilized strictly as per the approved component in the budget. The department is required to furnish a Utilization Certificate detailing the expenditure of the released funds.The advance payment is contingent upon the submission of a Bank Guarantee (BG) or an equivalent secure instrument.
