With Rs 10219 crores’ investments made so far, a total of 1729 units have been set up in the UT of Jammu and Kashmir since the launch of New J&K Industrial Policy 2021-30, providing employment opportunities to 62457 people in the industrial sector.
As per details provided by the Government, 310 units with an investment of Rs 412.74 crores were set up under the scheme in the year 2020-21, 175 units at an investment of Rs 376.76 crores in 2021-22, 629 units with an investment of Rs 2153.45 crores in 2022-23, 234 units with Rs 3389.37 crores invested in 2023-24, and 381 units with an investment of Rs 3887.54 crores made in the current year until February 28, 2025.Regarding employment generation under the scheme, the Government said 3697 people were employed in the industrial sector under the scheme in the year 2020-21, 2357 in 2021-22, 15719 in the next year, 29969 in 2023-24, and 10715 people in the current year until February 28.
As far as the Government of India notified New Central Sector Scheme (NCSS), 2021, having a financial outlay of Rs 28400 crores for encouraging new investments in the UT, is concerned, total 2346 applicants applied for incentives with 971 of them granted registration, 225 applications either rejected or withdrawn till September 30, 2024, 579 applications in progress as on February 20, 2025, and 571 applications rejected for the same period for lack of documents. Under this scheme, incentives worth Rs 411.51 crores have been approved, claimed the Government.
Similarly, under the J&K Industrial Land Allotment Policy (J&K ILAP) 2021-30, total 8559 investment proposals-2216 from Jammu province and 6343 from Kashmir province-have been received as on March 17, 2025, the Government claimed.
A proposed investment of Rs 169512.29 crores, with Rs 118941.07 crores in Jammu Division and Rs 50571.22 Crores in Kashmir division has been expected from these proposals, to provide employment to an expected 607936 people, said the Government.
It was further stated that a land measuring 80802.91 kanals of the land would be required for these investment opportunities with 46371.86 kanals in Jammu division and 34431.05 kanals in the Kashmir division.
Under the J&K Start-up Policy 2024-47 issued on February 23, 2024, the Government said, a total of 1003 start-ups from Jammu and Kashmir, with 369 women led start-ups, have been registered on the Start-up India portal.
“With this, more than 500 start-ups have been registered within the UT since the launch of the policy in March 2024,” claimed the Government.
No proposal was received under the J&K Private Industrial Estate Development Policy 2021-30, it said.
Additionally, it was given out that under the Karkhan Scheme incepted in 2012, 148 Karkhans have been established in the region with financial implication of Rs 2.35 crores.
Further, it has been stated that under the Export Incentive Scheme providing 10% incentive up to a ceiling of Rs 5 crore for the export of the GI-certified products to the exporters registered with the Department, goods including, carpet, woollen shawls, paper mache, chain stitch, crewel, wooden and carving items worth Rs 4701.74 Crores have been exported between 2019-20 up to 2024-25.
Under the Education Support Scheme, covering school/college fees for artisans’ children, a total of Rs 65.97 lakhs have been disbursed among 3641 beneficiaries during the last three years, claimed the Government.
Under the Credit Card Scheme for artisans & weavers, the Government said, 9374 cases worth Rs 4008.76 lakhs have been disbursed with an interest subvention of 7% and under the Weavers Mudra Scheme 2260 cases of Rs 2628.55 lakh have been disbursed to the financial institutions.
